Theme installing issues with IOMAD lms & eProctoring errors

Essential Theme (also they ended up support with Moodle 3.6)

refreshed the page and it started to install theme again

Moove theme got installed too

academi theme applied but after logging back  theme not showing up

when using the snap and validation of eProctoring it shows error 

Reason: It is more flexible to use curl instead of fopen and file_get_content for opening a webpage.
